Consultation on DS3 System Services Qualification Process and Contract Design published

Today, 3rd November 2015, the SEM Committee publishes its consultation on proposed Qualification Processes and Contract Design that may be used in the procurement of DS3 System Services, this paper also requests views on how these processes apply to the Capacity Remuneration Mechanism.

It was initially intended that separate consultations would be conducted on the Contractual design and the Qualification process, however during detailed development of the concepts it became apparent that by merging the consultation papers a fuller illustration of the DS3 procurement process could be shared with industry. This has allowed a more comprehensive consultation paper to be developed that should allow industry to respond with greater clarity on the proposed procurement mechanisms.

In addition the SEM Committee has acknowledged that interdependency could exist between the procurement processes (including potential auction platforms) for DS3 System Services and Capacity (under the development of the Capacity Remuneration Mechanism (CRM) in the I-SEM. This consultation paper therefore poses consultation questions that ask industry participants to consider the extent to which the proposals and options set out in this paper would also be appropriate in the procurement of Capacity providers within the I-SEM CRM.
